8. GENDER IMPACT ASSESSENT: GENDER MAINSTREAMING

WHAT IS IT?

n     It helps to incorporate a gender perspective into policies that take account of the different needs, characteristics and behaviors of the users at whom they are aimed

 

WHEN AND WHERE IS IT USED?

n     Equality Impact Assessment can be applied legislation, policy plans, programs, budgets, reports and existing policies and services.

n     To be used at an early stage of decision-making process so that policies can be changed or even abandoned- if necessary.

 

WHY IS IT IMPORTANT?

n     In some policies gender plays a central role.

n     In some policies the relevance of gender is less obvious, and gender-neutral (e.g. health, safety, regional or town planning)

HOW IS IT USED?

n     Communicate

n     Integrate with equality commitments

n     Design different strategies

n     Use inclusive language

n     Monitor

n     Use the community

n     Develop indicators

n     Examine differential impact

n     Evaluate

n     Achieve equality of opportunity and equal outcomes

n     Gather gender, race and disability disaggregated statistics

n     Consult experts, women and men, black and minority ethnic and disability group

n     Interpret from different perspectives

n     Determine impact/implications for different groups

n     Offer real choice and opportunities

n     Remove stereotyped perceptions

¨    Communicate

n     Integrate with equality commitment
